The New Pathos

We might make a distinction between the deliberate use of guilt by a rhetor (or a body of rhetors) and a kind of free-floating guilt that circulates in public life. This free-floating kind is guilt that operates rhetorically—moving people to certain actions—but does not come from one particular starting point. In other words, it circulates apart from any central agent.
